Jaywalking ‘Protection’ Bill Moves to Governor’s Desk

Many people do not know that, under state law, it is illegal to step into a crosswalk when it’s flashing a red signal or when there is an upraised hand. As a result, thousands of people in Downtown have received hefty jaywalking tickets for crossing the street after the countdown clock has begun. Downtown Councilman José Huizar and state Assemblyman Miguel Santiago crafted Assembly Bill 390 to change that law, and the measure cleared its final vote in the State Assembly on Monday, Sept. 11. Now it awaits a signature from Gov. Jerry Brown.
